Edmond Picard (1861 - 1899) is originally from a Jewish family of Alsatian and Lorraine origin based in Besançon.
Destined to study watchmaking, Picard turned towards artistic studies by studying at local academies. In 1879, his father sent him to Paris where he studied first at the school of decorative arts and later at the Beaux-Arts in 1880 where he studied under the guidance of Jean-Léon Gérôme, Rapin and Jean-Paul Laurens.

In 1879, his father sent him to Paris where he studied first at the school of decorative arts and later at the Beaux-Arts in 1880 where he studied under the guidance of Jean-Léon Gérôme, Rapin and Jean-Paul Laurens.
He exhibited at the Salon starting in 1881. He painted many country subjects from his native region, as well as Parisian views. In 1892 he returned to Franche-Comté, where he died prematurely a few years later.
